Consummate means ' perfect and complete in every respect' or 'having all necessary qualities.' Therefore, consummate V's are a perfect and complete V. It has all necessary qualities of a V, namely a pointed bottom and straight sides.
As you can see in the following picture, the upper teeth of this dragon, do not use consummate V's! The sides are not straight, and the bottoms are not pointed!
