The following is a list of free, scientific, online journals and tools for searching online journals. My purpose in creating this list is to help people find reliable information. Google ScholarUsing the advanced search option, this is a very powerful tool for finding journals and articles.
PubMed Central is the United States Institutes of Health free digital archive of biomedical and life science journal literature. The site lists journals and articles and specifies which ones are free and which ones are free after a certain period of time.
Public Knowledge Project - Open Archives HarvesterThe PKP Open Archives Harvester is a free metadata indexing system developed by the Public Knowledge Project through its federally funded efforts to expand and improve access to research.

HighWire Standford Univeristy - Free Online Fulltext ArticlesAs of October 15, 2010, HighWire Standfor University lists 46 completely free sites. and 284 sites that have free back issues.
Free Medical JournalsThis site has a list of 60 medical journals. Most of the journals provide free access to articles that are couple months old (6 to 12 months). There are also 4 or 5 totally free journals.
